The whole thing probably just neede tightening up.
That centre nut has a divot in it that is the only pain of the whole exercise - I drilled it out and bought a new one - $27 FOR A NUT. You can pay that when saving money doing it yourself, although there is proper way to get the divot out. I don't put the divot in, but I'm not a mechanic so don't follow me.
If you don't have specialist tools (i don't) and need the basket off, put the bike into 6th or 5th gear, hold the rear brake down to stop the back wheel moving, then screw the nut off - everything continues to be easy once the divot is out of that bolt.
Soak plates in oil before putting them on in the correct order - see manual.
