It sounds like a great idea for a formal club.
This club however, is simply a forum with participation, no committee, no membership fees and no legal hassles.
I suggest it should be kept that way.
It has worked very well for 10 years and I think it will continue to do so.
Many of the overnighter and organised rides have had 100% fill rates and overflows.
No problems except that some people can't go when they want to and that will always be the case.
