Revenue raising would be going through a breathaliser and having the cop say "There's a bit of a wait so can I get you a beer while your waiting to be tested". Any dirty liitle trick to "set you up" and catch you out is revenue raising.
If you don't break the laws it don't cost a dime. I'm not exactly a saint on the raod, have lost my licence twice and had numerous fines and each one I have always said "my own stupid fault". I broke the law and I paid the price. No bitchin' no whinging and no "oh those pricks are just revenue raising". Plain and simple "My Fault".
As for the .02 limits it was trialed two years ago O/S and was found that it did not work and infact made things worse as people were more prepared to exceed the limits regardless of the consequence. That info was analyzed and reviewed in Oz and put an end to it. (was in all the news last year in Vic). As far as I can remember the Cops even said it was not the right way to go about it. They wanted to keep the .05 with a tougher penalty system put in place.
If caught they should cancel your licence for a year and make you do a two week stint helping out in the road trauma section of a hospital or help out at the rehabilition centre. Let em see first hand exactly what alcohol related accidents cause.
