I'm all for it, but I wonder where they will take the money from to fund this just to pay for this 'refund scheme'.

thats exactly what they do, used to be 5cents per can in sa , now its 10, it keeps the streets & roadsides clean,it encourages recycling , ive been to other states & wonder why so much material just goes to landfill. also there are people making a living out of going through bins collecting cans. its a great idea, that should be encouraged by all states.
