Reason being was to "reduce the amount of motorcycle fatalities".

Because you can't discriminate against a motorcycle.

It's all in the words "Police are targeting motorcycles". It doesn't say Police are targeting motorcycle riders. As bullshit as we all know it is, it's a technique commonly used in the law.
