Oh, shit...
I got a reply, finally, saying that the issuing of my ticket was at the discretion of the policeman, and would only be withdrawn if there appeared to be abuse of that discretion. So, without saying I was right of wrong, they said that in my case, the correct forum for establishing the validity of the ticket is in court.
How long does it take them to get around to setting a date...
