I dont know if this still holds true, but in NSW when I lived there (around 15 years ago) they (MRAA and other organisations) used to tell us that if we got book parking the bike, that we should take it to court. This was when there was a lot of crap going on about bike parking in Sydney.
Apparently when you take it to court, its highly likely you will get off. Because the parking officer that booked you has to show up and he has to have a complete log of what went on in regards to that fine (generally months ago), most times the parking officers dont show up and when they do, they dont have log books.
Like I said, this info is 15 years old, so Id check into it before you start challenging parking fines in court.
