I don't find it gets in the way, but it depends on the size and height of the bag.
By way of explanation I'll break it down into my different set ups:
Touring: Large to XL bag which does limit aggressive riding a bit.
Commuting: Medium bag which i hardly even notice is there. Only limits very aggressive riding, and not much at that.
Sport riding: X-small bag which has no effect on riding at all, unless you want to be chin on the tank setting speed records.
That's my take on tank bags, but of course everyone has their personal preference.
So I guess my answer to you question is no I don't find they get in the way as long as I choose the correct bag for the mode of riding to be done.
