And the reason for it it is:
1. Not enough police resourcers as they are stretched to the limits chasing pensioners for illegal parking and doing 5 km/h over limit
2. They can not fine you for it so it does not generate any revenue for the government
3. People with a palindrome PIN's would be arrested for stealing their own money
