it just means your catalytic converter is converting the excess hydrocarbons to water and carbon on cold starts...as it should. If its doing this beyond warmup look at your mixture. by the look of your hand the water has dried and left you the hc's dusting, excess of water maybe because the exhaust may have water in it from sitting dormantly, frosts etc or humidity. It'll blow out as the exhausts heat up, give it a decent strap, if left too long the carbon/water mix can collect other airborne particulates and rust/clog things. PS: do your mufflers need repacking?
