For what it's worth, I'm a fat little fucker so weight not on my side. Maybe mid 80kgs. But looking back over my runs from when I started in 2005 at 11 + the difference is exactly what Bruce said, practice and more practice. I'm sure dropping a kilo or two for pipes, and the 10HP they generally give is worth a bit, and I'm sure the lowering helps too, just to allow better launches. But if I look at the advances I made it was really down to the 60' times. That's practice. My best runs came after a few sessions at Motorplex where I had lots of runs, maybe a dozen a night and tghen you can practice the 60' launches.
I'd say I can go quicker if I was lighter, but I doubt if I would automatically drop 0.1 just through that alone. I'd say the effect of weight gets less and less the faster you can punt the bike, so maybe if I shed 10kg I might gain half that now or even a bit less.
Who knows, but I'd say the best advise is still to go like f*** until you get under 10s then start worrying a bit! <i></i>
