You are right though that this system is helping with EPA regulations but in a different way. The PAIR system allows the extra air flow into the headers to allow the complete burning of the excess fuel so that none escapes into the atmosphere. When I had mine on dyno we were leaning the mixture to get the maximum power out. The bike is also better on fuel now.
That's right, and the extra fuel helps ensure the catalytic converters 'stay lit' thus ensuring complete burning of any stray hydrocarbons and other nasties.
