If the shims need changing (and they do not very often) the cams have to come out, replace the out of spec shims with the correct size, cams back in timing chain fitted right and timed
cam caps fitted and tensioned, not to mention the chain tensioner , cam covers, throttlebodies, coils wiring ,
not sure if $200 is good value to check but for all the extra work to change even 1 shim from that point the extra $150 is a bargain
