I assume you have checked the globe?
They will be a dual filament so the brake could be blown and the taillight still work. It can look fine and still be blown. put a meter over it to make sure it has continuity, or put the meter on the pin and see if you have 12 volts when you push the lever.
I know it's a dumb comment, and I'm assuming that this would be first thing you did . . . but just checking.
