Did a Google on this and it seems it's another step to prevent dodgy roadworthies being done more than anything.
Anyone with a RWC licence needs to have a camera and hard drive to photograph the entire vehicle and keep the images for up to 7 years.
The entire vehicle needs to be photographed at every stage and every item that was checked while being tested for a rwc,
plus photo's any parts removed, replaced, taken off for inspection etc....
