This is a safety issue .. not management being a pratt. Static electricity can jump from the finger to the nearest earth (your vehicle) and ignite the fuel vapours. I know where i'd rather be if there was a fire .. not sitting on the seat with a lap full of flames.

If the bike is not resting on the stand it is not earthed. Rubber tyres hey.
You earth both you and the bike when you grab the bowser. and again when nozzle touches the tank.
Far more chance of a static spark if you are not connected to the bike ie:sitting on the thing. Near to 40 years I have been filling while sitting on it. Never a moments cause for alarm and I am not about to change.
still dont see how you can fill a glass on a 20 degree angle.
real reason is they dont want you riding of. yet again you are being labeled a thief
