I think a real legal advice would be warranted here. Please legal people shed some light on it. 
My take on this is that there is no law that requires you to remove a helmet at the petrol station. It is just their policy to make robing it more difficult???? So being a good citizens we comply with it but only if we choose to do it. they can not enforce it or refuse service because of it.
