ECU re-flash and speed restriction

I am thinking of re-flashing of ECU on my K10 and geting it tuned on the dyno with the new exhaust system. Have a question to the more technically knowedgable members whether the re-flashing of the module takes care of the speed restriction? I have bought the Z bomb for that purpose but now I am not sure if it was just a waste of money.
