Dale if the fuel reg wasn't on or in it's place then that would be your problem as the pump would simply be cycling the fuel thru itself into the tank. ie no regulator to regulate the pressure. So I would say if he has fitted it all back together correctly then you shouldn't have any probs. Note here if that was the cause of the problem. I haven't seen that fault myself but if for some reason the fuel reg had become dislodged from its correct position would certianly cause the problem you had. He does sound reasonable as his cost to you appears pretty fair.
