If a fool wants to ride a lethal bike with no training, then so be it.

I certainly wouldn't recommend it, but I don't think people should be hindered by law to do so.

Ah yes but invariably people still expect an ambulance to show up and help them get to hospital! The question of "who pays for the ambulance/hospital?" can weigh heavily on the minds of some.

And what about the poor sods who turn up first to find a brain spilling out of a skull amongst all the rest of the traumatic carnage.
