I'm not sure we had the same problem.
My bike surged low in the rev range but when it got above 4000 it was ok.
As I said earlier it appeared to be when accellerating from slow or working up through the revs and I noticed in the end it would cough when I hit a bump or just after it.
I don't have any aftermarket electrics installed on my bike and I think the fault was a loose connection on the ECU.
