Pull off the caliper & see if both the pistons are moving one may be seized, you should be able to lock it up in the dry even at low speed
I bought a cheap disc front & rear from china E-Bay it was $300 del, They have heaps bigger air/vent holes & work like a treat they shit all over the stock ones for what I use them for
