Laws of physics as in changing C of G, inertia, gyroscopic effects and much more all come into play regards head shake on a motorcycle. A dampener is fitted so that when these elements no longer play together it helps to minimise the effect this has on the loss of control of the bike. Not all bikes have them fitted standard .......... but a lot should (Early R1 as an example as it's a thrill ride without one)
I think anyone who has experienced a severe "tank slapper" would not ever consider removing it as apart from wrecking your seat due to your sphincter muscle sucking it so hard up your bum it's also usually the only thing that keeps you attached to the bike.
Now maybe if I had two bums ........... butt ?
