Actual speed has nothing to do with it.
The problems are;
People that have no clue about the limitations of the vehicle they are operating.
People that have never been correctly taught how to drive
People that can't read the traffic or the road conditions, and then drive accordingly.
People that think they are indestructable
All of the above = people that can't drive
Limitations: Unlimited pending on road conditions.
Nobody is indestructable when they get wiped out by a drunk driver.
