It is quite logical when you think of it Cheeky............
Consider some of the other significant law differences between Canberra and the rest of OZ - The old porn laws, relaxed drugs laws, alcohol purchase locations, etc......... How else could all the pollies that live there (and visit before anyone says it!) ever stay out of jail if such laws weren't so relaxed??????
