Interesting Speeding story

the last paragraph is the most annoying part...

"More than half the police caught speeding were let off with an official warning."

I've never been let off with a warning despite having some pretty weighty evidence that should have given me one.
Does anyone know the magical phrase you need to say before they will issue you with a warning rather than line their own pockets?
