It is the BIOS software that is causing the problem. (One of the settings) Windows is doing something at restart that is not compliant with the Hardware settings in the BIOS.
When you do a restart only, it does not CLEAR the BIOS. When you turn the PC off and back on, the BIOS is cleared and starts according to the hardware settings on the motherboard.
I'm thinking that there may be an option to enable the motherboard sound card in the BIOS options that would have been turned off to allow the external soundcard to work.
