concerned gps units on windscreen's

the rules regarding GPS are that it must be set so you can hear it give directions so you dont need to look at the screen and all "fiddling" must be done while stationary.

I have no idea what the rules are, but I would have thought the position on the windscreen would somehow come under the same old rule as stuff hanging from the rear-vision mirror. ie. blocking view & distracting.
