Do I need to limit the power output to 1.5amp to avoid ruining the GPS/GPS battery?

No, it'll be fine.

It will only draw as many amps as it can use, no matter what the output of your 12v power supply.

A good way to look at is: if you were to run it off a 12v 15aH battery, it would take about 10 hours to flatten the battery.

Good idea to fuse as suggested above.
