I'd totally agree with the statement wrt the technology...what I have found to be true not only in this country but in many others as well , is that most "trades" people have little idea of the materials and the effects of welding these..even down to correct welding procedures let alone the correct filler rods when they have absolutely no idea of the material specs nor any post heat treatments.
so just be wary..
