We talked about this once before on the 99 model forks Glenn.
The seals are good and the opinions at the time were that the fork flex under braking placed a small amount of pressure on the front of the fork legs and gives the appearance of a polished finish where the dust covers rub.
On the later model bikes it also tends to wear through the gold plate coating in the same way but still the forks remain oil tight.
