Yes, lane splittings legal in Vic at speeds of ~5km or less if you pass the vehicle on the drivers side without going into the lane coming the other way. Stupidly, bike lanes are out of bounds. I reckon they should be able to be used at speeds of ~10km/k in peak times if priority is given to cyclists, (ie- common sense is used). Guess it's pretty hard to enforce such a law, (or should that be lore?).
As for bloody ph users on the roads, I occasionally stop if the driver does something stupid & I get the chance to tap on their window. I find that the best approach is to be pleasant & remind them it is illegal & as dangerous as drink driving. Sometimes they arc up, sometimes they take it in & consider my words. If you put people down, they'll get their back up & defy you just to shit you. Funnily enough, I seem to get less people arc up at me when I'm on my Busa as opposed to my Tenere.
If you see someone flick their ciggy butt or rubbish out of the window, well then you can do them. Simply go to www.epa.vic.gov.au/reporting & download their litter report/smoky vehicle form. I'm a smoker but I hate dodging ciggy butts & despise having to swim with them. Stuff it, it's my Earth too. And no, I don't report smoky vehicles as I usually feel too sorry for someone who appears to have little in the way of dollars. I just hope they get bloody thing, (often a Magna) fixed as soon as they can afford it.

You can not cross the white line into the adjoining lane without indicating. (has to be enough room in the 1 lane to pass the other vehicle with out crossing)
You still can not go past the white stop line at the lights. There must be enough room to stop in front of or beside the lead car without going over the line.
