Actually from a technical point of view, a few things can be done.
Firstly the forum software can be told to only accept real email address for sign up, this means an email address from a work place or your internet service provider, and no gmail, hotmail, yahoo mail or other free email accounts that can be created easy.
Second - everyone has an IP address on the internet & its as good as, a home address. this forum software & the web server can in fact block a user by this IP number. However there are ways around blocking IP, but each IP is also taged to the internet service provider you use & you could block all traffic from that provider, like optus or telstra, internode, netspace - but you can also report a user to their internet service provider & have them blocked from getting to the site via the www address.
Last - keep on deleting the accounts that are made? a pain but how long would someone sit at their pc trying over & over, once an account is created, ip block the PC is came from as well.
