Give them the "dunlop"
Saw this a couple times in Africa, if the locals catch you stealing or in this case looting they put the old dunlop tyre around your neck and set fire too you. Problem fixed, sends a dam good message to all those considering stealing.

The older cop turned to the men and said, 'you are not listening to me, we are going back to the car, we will come back and arrest them in 5 minutes' and walked away.
I know it sounds like one of 'those' stories, but it is true. I love old-school policing.
And I guess after the 5 minutes the cops came back and arrested those that were holding the lowlifes for an assault. That is how the "law" works these days. You want to do something right do it yourself ...and keep quite about it.
