A hate on for noisy petrol bicycles

I have dynoed 4 of these things for the cops here in sth oz, everone of them has been over 200W (the legal limit). Now Plod are forcing me to appear in court. When I said this was never mentioned beforehand I was told "thats what happens when you get involved with us" Wont be doing anymore though, thinking of saying that any dyno that reads to 500HP/ 373KW could'nt possibly be accurate at such a low reading!

Was it the persons choice to dyno them? or the cops?
How do they know your dyno is accurate, especially at such low figures?

The cops brought them to me to be dyno'ed.
As i said, i dont no if my dyno is accurate at such low fiqures.
