Easiest way is just put a switch in the earth wire. Current draw is not the issue as thats why power to the light circuit is cut whilst in start mode .......... it's the on / off effect from this that kills HID globe life.
Or simply use the start procedure as Beau has listed

And as Peter is pointing out - way to extend the life of a HID globe or rather to stop killing it.
