Here's a reference link we often use. This is the reality behind bullets in water.
In this vid the firearm is discharged submerged in the water, but the results are even worse when not.
It's a miss-conception that bullets will actually travel distance and carry velocity through water.

check out Myth Busters for their tests on different bullets/guns being fired into water... from memory it was the solid shot 12 gauge that had the most penetration and/or "punch" after hitting water, the high velocity bullets nearly disintegrated upon impact of water and barely penetrated.
